Event Rules not sending email

Hi,
My users have requested a rule that sends them an email when a folder is uploaded to any folder named 'public uploads'.
I have an Event Rule that says if LFP contains "Public Uploads" Then email me.
I don't see anything in the logs about Match Event, nothing in wireshark sending email. I've tried different filters, changed folder name and location. Nothing. Even if I change it to a basic "file uploaded successfully" event, the only log I got is:
Event settings changed since last event.
What am I doing wrong?

Since the folder is named "Public Uploads" are the files being uploaded via a public file share?
If so, you will need to create a "Public File Transfer Event" This event is triggered whenever a file is uploaded to a public folder on the server, or downloaded from the server using a public link.

I've tried it with folders shared with the public and folders created and not shared with anyone. I'm logging in as a regular user, not through a shared link.
