Password Complexity Requirements

We have the default complexity.

We are planing to raise it to a higher standard and my question is as follows:

Will it be enforced on all users at the next login (chaos)  or by next password change (controllable)

A number of users are applications and can not deal with this automatically.

  It should happen at next password change, not next login.
