Directory Created Event not firing when folder dragged in

Good afternoon,
For the following, I have Cerberus Version 11.0.4.0, 64-bit running. I used a Chrome browser on Windows 10 and was using the HTTPS interface.
I was just doing some testing and set up a simple rule to send an email when a directory is created within a certain directory...
I saved this and jumped in as a user, grabbed a folder in windows and dropped it into the LCPO folder as defined above, clicking the upload button with aplomb. A few minutes passed and I had not received the email as I expected to. I hunted through the log and found where the rule I had just created had been logged but could not find Event Rule being triggered.
I went back in, manually created a folder, and found myself rewarded almost immediately by an email!
As a third test, and after brief muttering, I grabbed another folder from windows and dragged it into the HTTPS interface displayed in my Chrome browser and, this time with trepidation, clicked the upload button. Lo, the folder was created and the files uploaded, but no email was forthcoming.
The two that say TEST did not trigger the rule, the other did. I'm not sure this image adds any information.
