Can I change the placeholder text in the user request web form?

We need the new users to identify who they are sharing files with in the justification field so that we can get an internal acknowledgment before accepting the account request. The thought was we could modify the placeholder text there to say "List your agency contact here and the program name you need to post to."

  Hey Jeff. 

   

  Hopefully you are running version 11. If so you can use the localization manager to change that field. 

  In the left hand menu click localization then search for justification
