Forced to create password when creating new user

I noticed that I am forced to add a password when creating a new native user that will be using only Public Key authentication.  Shouldn't password be optional?

  Hello William,

   

  Thanks for contacting Cerberus support.  All users must have a password, regardless of their method of authentication.  You cannot have a user without a password.  This is in case the user's allowed method of authentication is changed, or if one of the other protocols other than SSH SFTP is allowed.
