For Public Shares allow control of whether OPEN, DOWNLOAD is exposed to the recipients

When a recipient gets a public share link the default option is OPEN with a down arrow to select download.  In some cases, depending on the recipients browsers settings and the file type being downloaded, if the user selects open, there is no simple way for  the user to get back to where the option to select download is available.  In some cases if the reciient clicks open  the file is opened in the browser, when they hit back or go tot he link again the file just opens without the option to download.  We would like the option to just allow only the download option and not even present the OPEN option.
