Bulk update folder monitoring rules

• What is the problem that this feature would fix? 
• There is currently no way to bulk update folder monitoring rules.
• Why is it a problem?
• We currently have over 100 folders that we monitor, we need to efficiently update/add/remove the rules in bulk.
• Is there a workaround you currently have for this problem? 
• There is no work around, we must manually touch each folder to make changes.
• Do you have a suggestion on how you would like to see the problem fixed?? 
• Two ways in which you could implement this request:
1. Allow a way to export the existing rules to our local machines, then we can make the necessary changes, then we can import them back into Cerberus.
2. Use the UI to make the necessary bulk changes.
• How big is the problem? Who is affected by this problem? (End Users, Admins, etc.)
• Admins are impacted, this takes a lot of time and effort to perform this task.
