See who downloaded publicly shared file

When a public sharing link is emailed out we would like to be able to see who has downloaded the file (email address). This would mean the link sent to each person would have to be unique so Cerberus knew which individual had downloaded the file.

Then on the download notification email we get it would be good to have the user's email address who downloaded the file.

The aim of this feature request is to get an email each time a file is downloaded showing us which individual used their link downloaded the file.
