Ability to toggle the Share the selected item button off

We would like the ability to toggle the Share the selected item button off so that users can only share folders or files using the Email the selected item button. This would be for audit purposes so that we can see who the share links are being emailed to.

We are thinking of something similar to how the Zip and UnZip buttons are toggled on or off.
