Requested Account Verification Before Submission

Currently an account can be requested without any verification that the requester actually controls the phone number / e-mail address.

The requester should be required to verify their account PRIOR to the request getting to the administrator.

This is important because someone could request an account with falsified information that is more likely to be approved, and could simply keep checking back to see if the username / password they created works. If they were forced to verify prior to the request coming through, it would prevent this.
