File and Folder deletion retention policy

We have enabled File Retention Policies with the Folder Monitor option which is working fine. one thing we want to limit is to delete subfolders and files only that are not assigned to any user. At the moment, this policy is deleting all empty folders and subfolders, and files. We would like to keep the root folders that are assigned to users. is it something you can support if it is not already part of the solution?
