Creating an account with an auto-block user

I had yet another random account name try to connect to our server yesterday. I normally just add these to the auto-block list. It occurred to me to try something this morning.

I added that account name to the auto-block list, then put in an account request with that same name. I was able to approve the account and log in with that login name. However, if I used the wrong password, Cerberus blocked the IP.

I'm not sure what the right fix is. I think I'd like it to refuse to accept the request altogether, but I also don't want it to indicate why - so the restricted logins can't be farmed.
