Web Client- force directory selection when clicking to download

When downloading files from a folder, can we force the button to prompt the user to choose the folder they want to download to? Currently, the browser has default control of the folder to download to, and therefore files are automatically downloaded to our PC. While we could change our web browser default download folder settings, this would be a headache to ensure that everyone is doing this properly. By allowing the download button to prompt the user to select a folder to save to, we can make sure that we download to our desired destination.
