try to change question security to hebrew

we test this enterprise product and we have some issues:

I'm trying to change Security  Question (C:\ProgramData\Cerberus LLC\Cerberus FTP Server\data\securityQuestions) in CSV file to Hebrew Language and it works and it saved correctly.

but on the website I see different Unicode, like that:[][][][][]?

how to change the Unicode and if its possible?

if yes, please guide me.
