HTTPS Admin Login

I am having an issue where by when I try logging into the HTTPS Admin page in my case listener:

127.0.0.1 port 8443

so address

https://localhost:8443

 

I keep getting the error:

Sorry 'Administrator', your username or password is incorrect. Please try again.
 
I have tried to login to the standard HTTPS web front end port 443 (listener now deleted for testing) and I successfully logged in so I know the password is correct.
 
The user account has all login methods allowed.
 
has anyone come across this issue and resolved it?
