To quickly change the root directory for all users simultaneously, follow these steps by performing a find/replace operation on the users and groups XML settings files:

Close the Cerberus desktop admin UI by navigating to the File menu and selecting Exit.

Stop the Cerberus FTP Server Windows Service. Access the Services control panel in Windows (located in the Control Panel under Administrative Tools). Locate the service named Cerberus FTP Server and choose the Stop option. This step is crucial to ensure that your changes are acknowledged by the server and prevent them from being overwritten upon the service restart.

Open the users_X.X.xml file for editing. Modify the root drive or directory for all users using the find/replace function. The file is typically located at C:\ProgramData\Cerberus LLC\Cerberus FTP Server\users_5.0.xml. (Keep in mind that the C:\ProgramData file path mentioned above is typically hidden by default.)
Note that the version number in the file name may vary based on your Cerberus FTP Server version. If multiple versioned files are present, select the one with the highest version number. -
Similarly, edit the groups_X.X.xml file to adjust the root drive or directory for all groups using the find/replace function. The file is usually found at C:\ProgramData\Cerberus LLC\Cerberus FTP Server\groups_5.0.xml.

Restart the Cerberus FTP Server Windows Service from the Services control panel.

followed the process of mass change of Virtual Directory mentioned by Dana Anderson (https://support.cerberusftp.com/hc/en-us/articles/202639599) to modify directory folder for all users and group by changing from IP Address with path to FQDN with path of NetApp CIFS Share and DFS Share folders. As Microsoft released Security Patch for server (July release) which impacted & restricted use of IP Address.
This method or process was very useful and speedy resolution in production environment.
